An examination of the maximum resolution at which terrain can be displayed in FS2002 and FS2004. IMPORTANT! Since this article was written, FS2004 Update has restored FS2004 to 19m capability.
What we find

First of all, let's look at FS2002 with Terrain Max Vertex Level = 21. The different coloured squares each represent a single terrain texture 'pixel'. From the known dimensions of this - each edge is ~4.8m - we can see that the sides of the polygons on which the textures are placed are 4x~4.8m = ~19.2m.
